Description

 

Section I: Summary of the Position:
Reporting to the Director of Community Development, the Zoning Officer, is primarily responsible for administering the Township’s zoning ordinance by applying relevant zoning regulations to permit applications, proposed land development plans and taking enforcement actions as necessary.
This position is classified as an exempt/salaried position in accordance with the Fair Labor Standards Act (FLSA).

Requirements 

 

Section II: Essential Duties and Responsibilities:
Zoning Officer duties:

  • Review incoming Applications for interdepartmental requirements including but not limited to Sewer Utility, Water Utility, On-Lot Sewage Disposal, Right-of-Way, Land Development, Building and Construction, Engineering and/or Stormwater.
  • Scan/File Application & Plans/Documents/Exhibits
  • Obtain and track ILGP’s for all new builds/dwellings
  • Track all secondary zoning/building permits for impervious cover on record plans
  • Track water/sewer allocation /tapping fees on subdivisions and nonsubs (stand-alones)
  • Review every Building Permit for Zoning Compliance
  • Coordinate with PW Permits for Zoning Compliance
  • Review Land Development Application for consistency with the Zoning Ordinance
  • Attend Planning Commission Meetings to support Zoning Officer Review Memo
  • Set Up, Attend and Clean Up PC Meeting
  • Assisting zoning officer-calls & visits
  • Review Business Privilege Review for consistency with Zoning
  • Site investigation for Zoning Permit Verification
  • Attend meetings w/developers for project planning
  • Assist Planner with application/project/amendment as necessary
  • Assist staff with land development project filing as needed
  • Assist with Planning Commission preparation/meetings as needed
  • Attend formal hearings

Zoning Hearing Board Coordinator duties:

  • Track MPC required days for written decision period (45 days)
  • Track the 30-day appeal process from date of certified mailing (30 days)
  • Transmit to ZHB via email, pick-up at reception window, and US Mail
  • Track deadlines of granted appeal to start project or schedule new hearing
  • Compile ZHB packet for members (application, plans, supporting documents)
  • Coordinate pre-staff meeting for review (if necessary)
  • Coordinate w/Applicant and track progress of meeting the conditions of ZHB approval
  • Correspond w/applicants & attorneys during interim of hearing
  • Create legal notice/advertisement for newspaper and submit by deadline
  • Enter into file (W:/zoning/appeals) the new case number (no munis project created)
  • File ongoing correspondence
  • Generate and Send Mailout
  • Generate cardboard legal notice for physical posting of property
  • Generate Docket for cases on agenda
  • If warranted, track all executed time extensions that remain outstanding for a hearing.
  • Meet or talk w/applicants for ZHB potential items of relief from zoning
  • Notify all boards and applicants via email of the legal notice to newspaper
  • Obtain board member signatures for written decision
  • Post legal notice advertisement to municipal office bulletin board
  • Post legal notice to SWT website
  • Prepare Time Extensions (if needed) for continued hearings
  • Prepare written decision & order for Certificate of Mailing and take to Post Office
  • Review application for all relief required and adjust if necessary
  • Review application submissions for completeness
  • Review stenographer invoices for billing applicants portion and send memo to Finance
  • Review written decision & order for completeness prior to signatures
  • Scan and copy all documents and place in Appeal & Property files for cross referencing
  • Review and compile invoices distribution to applicants and send memo to Finance

Section III: Knowledge/Qualifications: Qualifications are representative of the knowledge, skills and/or abilities required for the position.

  • Thorough knowledge of Township ordinances and State laws dealing with building and development
  • Ability to interpret building construction plans as to their conformity with applicable Township ordinances
  • Ability to detect violations of Township requirements
  • Strong communication skills and the ability to understand, follow and convey complex oral and written information
  • Ability to maintain routine records and prepare reports concerning the work
  • Ability to establish and maintain effective working relationships with property owners, elected officials, private agencies, contractors and the public
  • Strong analytical and problem solving skills

Section IV: Education and Experience:

  • High School Diploma is required. Bachelor’s degree in public administration, or a related field is preferred.
  • A minimum of at least five (5) years of experience in zoning, code enforcement and program development is required.

Section V: Certifications:
Pennsylvania Zoning Officer Certification is preferred.

Employee may sit for several hours each day but will also need mobility and ability to stand and walk continuously for long periods of time. Employee may seldom lift, push, or pull up to 50-100 pounds.

The work area will encompass a wide variety of settings including administrative duties in an office setting; occasionally works outside, in poor weather conditions, in hazardous traffic areas, in and around structures that may be hazardous and/or unstable.
