About the Pennsylvania Environmental Council:
The Pennsylvania Environmental Council (PEC) is a 501(c)3 non-profit organization that protects and restores Pennsylvania’s natural and built environments through innovation, collaboration, education, and advocacy. At the heart of PEC’s success is our belief in the value of partnerships with the private sector, government, non-profits, communities, and individuals to improve every Pennsylvanian’s quality of life. PEC has four regional offices across Pennsylvania, where staff engage in projects and policy initiatives that promote land and water-based recreational opportunities, equitable access to the outdoors, protection and conservation of water resources, promotion of forward-thinking energy and climate approaches, and sustainable development of communities and landscapes.
About the Circuit Trails Coalition:
The Circuit Trails Coalition (CTC) is a collaboration of non-profit organizations, foundations, and agencies working to advance completion of the Circuit Trails, a connected network of multi-use trails in the Greater Philadelphia region. Currently, 417 miles of Circuit Trails are built across the region’s nine counties, with another 80 miles funded and in-progress. The CTC aims for 550 miles of trails by 2030 and more than 800 miles by 2040.
Co-founded by PEC in 2012, the Coalition raises the profile of multi-use trails and their public benefits so that funding, constructing, and connecting Circuit Trails becomes a significant local and regional priority. PEC has helped to lead, coordinate, and strategically develop the Circuit Trails Coalition since its inception, with many major wins along the way. Today, the CTC consists of more than 65 member organizations and partner agencies who conduct their work through committees and working groups, at semi-annual meetings, and through a Learning Community. The Coalition is led by an elected steering committee, Coalition Chair, and two State Chairs (NJ and PA), and aims to achieve the goals and objectives outlined in its recently adopted five-year strategic plan.
The Coalition Manager is a new position within the Circuit Trails Coalition; previously, activities related to Coalition coordination and administration were de-centralized and shared by multiple member organizations. With support from the William Penn Foundation, PEC will host a full-time Coalition Manager who will work directly with PEC staff and in coordination with Coalition leaders from organizations external to PEC to improve the efficiency and efficacy of the Circuit Trails Coalition.

We work to create a trail network whose users reflect the diversity of the region and are eager to meet applicants who share those values.
Position Summary:
The Coalition Manager will be responsible for administration of the Circuit Trails Coalition (CTC), providing support to Coalition leaders and members by coordinating meetings, facilitating communication across the Coalition, managing files, administering elections, helping to coordinate members’ funding proposals, and other activities. The Coalition Manager will report to PEC’s Director of Trails & Equitable Access and will routinely coordinate with CTC leadership (external partners).
The Coalition Manager’s primary responsibility will be to oversee CTC operations, from recurring monthly committee meetings and in-person semi-annual meetings to quarterly Learning Community sessions and ad hoc working group meetings. Responsibilities also include database management, file management, and coordination of Coalition materials. The Coalition Manager will administer the CTC’s annual elections and will distribute stipends to organizations elected into leadership positions and select others. The Coalition Manager will support external partners to distribute monthly e-newsletters, distribute advocacy alerts, and will oversee a robust calendar of trail activation events and public tabling events. In addition, the Coalition Manager will help to organize social activities to cultivate and sustain relationships within the Coalition. Overall, the Coalition Manager will provide support to Coalition leaders to increase the efficiency of operations, allowing leaders to focus on strategy and impact to expand and increase access to the Circuit Trails.
The ideal candidate is collaborative, detail-oriented and organized, can take initiative and ownership, and can work well independently. The Coalition Manager is a full-time exempt position based in Philadelphia on a hybrid schedule with the option to work from home two days per week.
Compensation:
- This is a salaried position commensurate with experience and includes the following benefits: medical and prescription benefits as well as voluntary dental and vision plans; 15 vacation days, a winter break, holidays, and sick days; 403(b) retirement savings; life insurance; comp time; and flexible scheduling as needed.
- The salary range for this position is $58,000-$63,000, depending on experience.
Location:
The position is based out of the Philadelphia Office located in One Penn Center, 1617 JFK Blvd, Suite 543, Philadelphia, PA 19103. One Penn Center is located directly above Suburban Station and offers a secure bike room, cafe, and fitness center. Staff have the option to work remotely up to two days per week. Travel to other locations in the region and state will be required.
Primary Responsibilities:
- Manage Coalition administration
- Manage CTC calendar of meetings and activities
- Schedule and send meeting invitations, create Zoom links
- Organize and manage Google Drive files
- Manage Coalition outreach materials
- Take initiative to improve efficiency and transparency within the Coalition
- Manage Circuit Trails database, clean and maintain all lists
- Administer annual and biannual elections for leadership positions
- Distribute stipends for Coalition leadership positions
- Facilitate internal communication within Coalition membership
- Manage semi-annual meetings and other convenings
- Support coordination of CTC volunteers and stewardship opportunities
- Oversee schedule of Coalition outreach events, tabling, staffing, supplies necessary, increasing the public presence of the Circuit Trails in communities
- Support Coalition members on CTC-related initiatives, as needed and as appropriate
- Coordinate the tracking and reporting on progress towards Strategic Plan goals
- Other duties as necessary
Desired Skills:
- At least two years of experience coordinating or managing a program or project, serving as an executive assistant, or paid/volunteer work that requires similar skills.
- Strong coordination and administrative skills, with an appreciation for structure, organization, and efficiency.
- Strong interpersonal skills and an ability to balance the interests of external partners while supporting and advancing priority projects.
- Ability to work independently, while being accountable to both internal supervision and external partners.
- Strong written and oral communication skills, with an ability to document and explain new processes and systems to colleagues and partners.
- Proficiency with Microsoft Outlook, Word, and Excel; Google Workspace; and Adobe products.
- Database management experience and skills.
- Ability to travel and work remotely including occasionally working evenings and weekends, and in locations across the region as reasonable and necessary.
- Ability to organize, lead, and participate in public outreach and volunteer activities.
- Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
- Desire to engage with, learn about, and become immersed in the Greater Philadelphia region.
Qualifications:
- A bachelor’s degree or higher is preferred, though candidates with different educational backgrounds may be considered. Candidates will be evaluated based on a combination of their educational and relevant work and volunteer experience. Preferred candidates will have 3-5 years of relevant experience, as well as a demonstrated interest in (any of the following) organizational structure, coalitions, administration, project management, trails and outdoor recreation, community development, community and stakeholder engagement, improving access to nature, protecting open space and the environment, sustainable development, urban design/planning, Philadelphia, and Pennsylvania.
