Michael Baker International is seeking a planner to support a variety of initiatives with our PA Turnpike General Consulting Engineer (GCE) team. The GCE team provides on-site consultation and support to the PA Turnpike, assisting the agency’s departments with high priority programs and initiatives, as well as preparing independent reports for the Board of Commissioners. Our team is multidisciplinary, featuring engineers, planners, and MBA graduates.
Our projects within the GCE team are diverse, and commonly include transportation planning, capital planning, internal program development, strategic planning, and engineering and construction, among others. The early career hire will support project managers, and project assignments will be tailored to match the candidate’s skillsets and interests.
Additionally, the planner will cross train with our Harrisburg planning division. The planning group serves as a policy adviser to the Pennsylvania Department of Transportation and State Transportation Commission, as well as a consultant to many metropolitan planning organizations, counties, and municipalities throughout the state and country.
Primary job responsibilities will include:
- Work closely with toll agencies and state DOTs to promote transportation planning, mobility, and community and economic development through long-range transportation plans.
- Support a variety of public sector planning initiatives, to include strategic plans, sustainability plans, and innovation-related program development.
- Prepare report deliverables that effectively summarize data analysis, findings, and recommendations to support executive decision-making.
- Prepare for and facilitate client meetings, including formal presentations.
- Collaborate with stakeholders, including peer agencies and national associations, to advance national best practices in transportation and organizational management.
- On occasion, assist with complex Federal grant application development and administration.

- Minimum of 5 years of professional work experience in consulting, transportation, community and economic development, public administration, or related role.
- Excellent communication skills, both written and verbal, as this position requires significant levels of report writing and client-facing meeting facilitation.
- Experience with transportation planning is desired.
- Four-year degree in Urban Planning, Business, Economics, Public Administration, or related field; master’s degree preferred.
- American Institute of Certified Planners (AICP) certification preferred.
- Strong demonstration of analytical skills and the ability to work independently as well as in multidisciplinary teams.
