Description 

 

POSITION SUMMARY:
Responsible for the management and oversight of the planning staff within the transportation planning division of the department. Oversee planning staff activities including plan reviews, contract planning work, service to municipalities and transportation programs and planning including trails and bicycle facilities.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Reports to the Executive Director.
  • Assist Executive Director with transportation section work program and staff assignments.
  • Oversee detailed tasks related to the development of the transportation components of local and county comprehensive plans.
  • Oversee the DVRPC Transportation Improvement Program for Highways and Transit Facilities and Bucks County Transportation Improvement Inventory and monitor the progress of major transportation projects.
  • Review all transportation impact statements submitted with Act 247 subdivision and land development proposals.
  • Coordinate transportation planning activities of Bucks County with those of local, regional, state and federal agencies including Delaware Valley Regional Planning Commission, Transportation Management Association of Bucks County, Southeastern Pennsylvania Transportation Authority, Pennsylvania Department of Transportation, Federal Highway Administration and Federal Transit Administration.
  • Develop transportation section annual budget information.
  • Serve as county representative on various boards including DVRPC Board, DVRPC Regional Technical Committee and TMA Bucks Board.
  • Oversee county Trail Construction Program.
  • Provide grant management and contract processing for all DVRPC, federal and state grants.
  • Develop check requests for all consultant and contractor invoices.
  • Provide assistance to Bucks County Commissioners on matters relating to a broad range of transportation and non-transportation issues and concerns.
  • Provide assistance to county agencies with respect to their special transportation problems, especially as they relate to transportation services for the elderly and handicapped.
  • Personnel Administration – coordinate time off requests, work from home and flex time schedules, review timesheets, and provide assistance to Executive Director in other personnel matters for the transportation planning section including hiring, training and disciplinary actions.
  • Maintain an understanding of current transportation planning issues, concerns and approaches to planning problems and share this knowledge and understanding with staff.
  • Promote transportation section activities via social media.
  • Maintain and develop all public-facing webpages for transportation projects.
  • Attend meetings, provide presentations and assist the public as required.
  • Perform other duties as assigned.

Requirements

 

  • Bachelor’s or Master’s Degree in planning or civil engineering with a specialty in transportation, or Bachelor’s Degree in civil engineering with a specialty in transportation and Master’s Degree in planning, or Bachelor’s Degree in planning or civil engineering with a specialty in transportation and a minimum of two years’ experience as a transportation planner.
  • Proficiency in basic principles and practices of transportation planning.
  • Ability to communicate ideas effectively in both written and verbal mediums.
  • Ability to work independently, in small groups and with the public.
  • Must have access to reliable transportation and be available to attend off-site day and evening meetings as required.
