What we offer Agency Description Within City government, OTIS oversees the Department of Streets, Department of Sanitation, Office of Multimodal Planning (which is aligned with the national Complete Streets movement), and the Philadelphia Water Department. Special initiatives include Vision Zero and the Bipartisan Infrastructure Law. Position Summary To date, the City has been awarded approximately $700M of new federal funding that will be realized as infrastructure contracts in the coming 1-5 years. The Manager will support and lead projects to advance diverse business participation on these City infrastructure contracts. The primary focus of the Manager’s work will be developing and executing project management plans for innovative solutions that remove barriers that diverse businesses experience when contracting with City government. Example projects include solutions for faster pay terms to contractors and sub-contractors, financial products to provide working capital, and an owner-controlled insurance program. The Manager will excel at moving from pilot project conception to implementation, operation, and evaluation. The Manager will be responsible for defining project scopes, deliverables, metrics and will serve as the day-to-day point of contact. The Manager will facilitate regular meetings and communications to execute project delivery, aligning responsibilities among partners, and tracking progress. The Manager will embrace opportunities for innovation and incorporate them into project planning, while identifying project risks and mitigation strategies. The Manager will report to the Senior Manager, Infrastructure Economy in OTIS. The Manager will work with a range of stakeholders including consultant teams, SupplyPHL, PIDC and staff from other City departments such as Mayor’s Office of Business Impact and Economic Advancement, Streets, Water, Aviation, Commerce, Law. The ideal candidate will have direct professional experience as a project manager. Ideally, they will be familiar with the construction and development industry and the challenges and opportunities diverse businesses face. The ideal candidate will also be familiar with the US Department of Transportation (US DOT) Disadvantaged Business Enterprise (DBE) Program and other regulations and policies that apply to programs designed to facilitate diverse business participation.
