The Director is the chief executive officer for the Planning Commission and is responsible for all operations of the Commission, including policy direction, work programs, financial oversight, and personnel administration, subject to the approval of the Planning Commission. The Director works with and recommends policy to the Planning Commission and represents the Planning Commission and its policies to all elected officials and the public. The Director is the principal liaison with the County Commissioners and other departments and instrumentalities of York County. In addition, the Director is the principal liaison between the Commission and other public and quasi-public organizations with which it has common interests, such as environmental groups, agricultural land preservation entities, and economic development organizations. Additional duties as assigned.

MINIMUM QUALIFICATIONS
- Bachelor’s degree in planning, public administration, political science, geography, or related degree, or the equivalent time in responsible work experience with demonstrated knowledge in the field of planning, with at least 2+ years in a supervisory capacity.
- Working knowledge of community planning and government at all levels with an emphasis on local government within Pennsylvania.
- Excellent organization, verbal, and written communication skills along with proficiency in Microsoft 365.
- Project and personnel management capabilities as well as working knowledge of financial management.
- Ability to prepare presentations and facilitate public meetings.
- Ability to work professionally with staff, the public, and other outside agencies.
- Ability to maintain strict confidentiality.
- Accuracy, timeliness, unquestioned honesty, and public accountability.
- Ability to work under deadlines with interruptions.
- Travel to and attendance at training and meetings.
- Must submit to a county background check.
PREFERRED QUALIFICATIONS
- AICP Certification.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Perform personnel administration including oversight of the hiring process and recommendations to the YCPC Board, timesheet/leave approvals, workplan development, evaluations, disciplinary actions, promotions, policy development and general advisement.
- Coordinate with the Assistant Director on the development of the draft annual budget for review and approval by the Planning Commission as concurred in by the County Commissioners.
- Provide financial monitoring including approvals for purchasing, accounts payable, financial monitoring, and fund drawdown.
- Coordinate with the Assistant Director on organizational facilities and capital assets including, furniture and office logistics, maintenance requests, evacuation plans and drills, COG plan, vehicles, and other large asset purchases.
- Schedule regular meetings with division chiefs, key management staff and meetings with staff for various projects, issues, and concerns.
- Direct project and program management responsibilities.
- Coordinate with the Assistant Director on staff training opportunities for professional development, and employee appreciation events for all staff.
- Coordinate with the Assistant Director on outreach to municipalities and the public through newsletters and group emails.
- E-mail communication, miscellaneous reviews, and participation on committees and boards of related agencies.
- Supervision and management of all YCPC staff.
- Coordinate with division managers on projects and programs to ensure consistency with other county policies and programs.
- Work with the Assistant Director to determine primary and back-up management responsibilities and may delegate the authority to undertake specific activities to the Assistant Director or other staff members.
- In the event the position is required to drive the company vehicles to perform the essential functions of the job, a valid driver’s license is required.
- Regular and reliable attendance is required.
