Tri-County Regional Planning Commission invites you to learn about Capital Improvement Plans and Capital Budgets.  A Capital Improvement Plan (CIP) provides a roadmap for local governments as they approach capital projects.    A CIP will identify capital projects across departments, provide a planning schedule and highlight financing options for these vital civic projects.   CIPs are short-range plans, usually four to ten years, and they offer local governments an opportunity to plan and operate efficiently during a time when public demands are high and budgets are tight.
