Dauphin County is soliciting proposals for a Comprehensive Housing Study and Needs Analysis for the County (approximate population of 274,000). The results of this Comprehensive Housing Study and Needs Analysis will help decision makers, stakeholders and community members develop a meaningful sense of housing markets, an understanding of key housing issues and identification of new strategies as well as strategies utilized elsewhere to address to the County’s housing needs. The study will provide a measured assessment of present and future unmet housing demand, focusing on a deeper understanding of short-to-mid-term housing demand (5 to 15 years). The report is intended to offer decision makers, stakeholders and community leaders a basis for formulated county specific housing priorities, policy alternatives and intervention strategies.
The Dauphin County Redevelopment Authority will utilize competitive negotiation procedures for the procurement of a consultant to develop a Housing Study and Needs Assessment for the County.
Proposers who possess the ability to successfully perform under the terms and conditions specified by the Redevelopment Authority are invited to submit a proposal for a fixed-rate professional services contract. The Request for Proposals (RFP) is available at the offices of the Redevelopment Authority at 112 Market Street, 7th Floor, Harrisburg PA 17101. Proposals will be evaluated in accordance with the criteria in the Request for Proposals and the firm whose proposal is most advantageous to the Authority will be selected, subject to negotiation of fair and reasonable compensation.
