Lancaster County Planning Department Seeking Director for Technical Services

Are you an experienced leader with a background in the technical aspects of planning? We’re looking for a professional who’s eager to join a Leadership Team focused on strategic thinking and teamwork. In our work, we are guided by the Lancaster County comprehensive plan, places2040. We’re proud of this plan, which sets a new direction for countywide and regional planning – one that emphasizes the importance of “thinking beyond boundaries.” Our Director for Technical Services will apply this philosophy to tasks such as creating an online data center that serves as a countywide portal for planning-related data.

Rather than simply reacting to day-to-day challenges, we want our Director for Technical Services to set a strategic direction for the data we provide to the community, how we integrate our analysis with the work of our planning partners, and the methods we use to educate the public about trends in land use, transportation, and demographics.

This position manages the department’s Technical Services Team, which provides technical research, data analysis, and GIS to support the department’s programs and projects. This team also coordinates the technical aspects of plan processing and review, and works collaboratively with other teams in producing and presenting this material to the public.

The Lancaster County Planning Department is located in the heart of downtown Lancaster, Pennsylvania, a diverse city of 60,000 residents with walkable neighborhoods, a lively restaurant scene, and numerous arts and cultural venues. As a whole, Lancaster County has a population of 550,000, world-class farmland and natural areas, and distinctive small towns.

Minimum qualifications for this position are a master’s degree from an accredited college or university in planning or a related field and 3 years of varied and complex experience in planning; or a bachelor’s degree from an accredited college or university in planning or a related field and 5 years of varied and complex experience in planning; or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to perform this job.
