City of Greensburg Seeking Development Services Supervisor

The Development Services Supervisor (DSS) is responsible for planning, directing, and evaluating a variety of community development functions for the City of Greensburg. These include downtown and economic development, community development block grant and other housing programs, redevelopment, and land-use planning. In addition, the DSS is a mid-level leadership role tasked with continually analyzing and improving all existing and created land development processes in ways that demystify, streamline, and improve all administrative, regulatory, and other required approvals. The DSS will provide leadership and direction to staff within the structure of the department’s organizational chart and present projects to the appointed and elected bodies as required or requested.

The DSS receives general direction from the Planning Director and is responsible for providing guidance and direction to Development Services staff. The DSS will also hire, organize, train, and supervise technical and administrative staff who receive, review, and process developer, contractor, and property owner requests for permitting and other related approvals and registrations.

Applicants should have a Bachelor’s Degree with major course work in planning or a related field and 3 years of increasingly responsible experience. A Masters degree may be submitted in lieu of the two years of required experience. AICP certification is preferred. Any combination of training and experience that would provide the required knowledge, skills, and abilities will be considered.

Develops and maintains effective professional working relationships with all those involved in the development process including nearby local government organizations, planning agencies, downtown/community organizations, neighborhood groups and individual citizens. Represents the department in relations which interface with state, federal and local regulatory agencies.

Establishes all online and paper permitting workflows, oversees the effective implementation of these systems, and updates as necessary.

Guides and directs all administrative office functions as assigned by the Planning Director

Participates on a variety of boards and committees; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of urban planning and development services.

Reviews and works with City staff and elected officials to update the City’s zoning ordinance and other related regulatory frameworks as needed to ensure consistency with the City’s Comprehensive Plan and legal requirements.

Ensures that all public notices, agendas, presentations, and related is published and distributed to appointed bodies, news media, and staff as necessary.

Identifies and evaluates customer trends and recommends and implements improvements; develops recommendations to improve department operations.

Guides second level inquiry/complaint resolution. If inquiry/complaint cannot be resolved by the DSS and staff, the DSS ensures that the inquiry/complaint is forwarded to the Planning Director.

Ensures that all recordkeeping is aligned with federal, state and the Municipal Records Retention Manual, as adopted by City Council.

Assists in responding to and resolving the more complex and time-sensitive complaints and issues from citizens, customers, and staff.

Actively works with allied community and downtown organizations to attract and retain businesses in the central business district.

Reviews the work of staff for compliance with established procedures, City ordinances, regulations, accuracy and grammatic standards, and makes corrections as necessary.

Guides and oversees the staffing of the City’s Planning Commission and other planning related bodies.

Serves as the City’s official Zoning Officer, if so appointed and directed to do so by the Planning Director.
