Description 

 

The Cambria County Planning Commission (CCPC), located in the county seat of Ebensburg, has an immediate opening for an Executive Director.

The CCPC conducts county-wide comprehensive planning, transportation planning, subdivision and land development reviews, and provides technical assistance to Cambria County’s sixty-three municipalities.

Position Summary:
The Executive Director plays a crucial role in shaping the future of our community through strategic planning, sustainable development, and effective resource management. The Executive Director is responsible for overall office administration and annual budget preparation. The position directly supervises and assists staff personnel (three full-time Planners and one part-time Administrative Assistant) and is responsible for an annual operating budget of approximately $500,000. Specific tasks include:

  • Responsible for all Office Administration, Staff Supervision, Consultant Management and Oversight, and Overall Staff Coordination.
  • Responsible for all work program preparation and contract approvals.
  • Develops and implements comprehensive strategic plans for the sustainable growth and development of the county.
  • Collaborates with stakeholders to identify key priorities and initiatives to enhance community livability.
  • Annually prepares and submits budget requests to the County Commissioners.
  • Responsible for maintaining an adequate cash flow within the Commission.
  • Holds the position of Secretary for the Cambria County Metropolitan Planning Organization (MPO).
  • Assists the CCPC Board Members with regular monthly meetings and member appointments.

Supervisory Responsibilities:

  • Responsible for all staff work assignments.
  • Reviews and approves all tangible end products completed by the staff.
  • Oversees professionalism and timeliness in the completion of work assignments.
  • Responsible for hiring and/or terminating Commission staff, with CCPC Board Approval.

Working Conditions

  • Office environment; Monday through Friday
  • Occasional travel, field work, and evening meetings

Salary and Benefits

  • Starting annual salary: $70,000 – $80,000 annually, depending on qualifications

Requirements 

 

The ideal candidate will be an organized, self-motivated professional possessing the following qualifications:

  • Bachelor’s Degree (Master’s preferred) in Planning or Related Field and Six Years of Progressively Responsible Planning Experience.
  • AICP certification preferred.
  • Proven experience in a leadership role within a planning or related organization, with a track record of successful strategic planning and execution.
  • Strong knowledge of planning principles, land use regulations, and community development.
  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
  • Demonstrated ability to manage and lead a team, fostering a positive and inclusive work environment.
  • Financial acumen and experience in budget development and management.
  • Familiarity with GIS tools and other planning-related technologies.
  • Passion for community development and a commitment to creating sustainable, resilient, and equitable communities.
