Bedford County Seeking Director of Planning

The Director of Planning provides support to the Board of Commissioners and the Planning Commission Board of Directors on items related to planning and development. They will prepare and oversee the work program and policies of the Planning Commission. They will administer the monthly meetings of the Planning Commission. They will oversee administration of the Bedford County and Bedford Township federal CDBG Entitlement Grant programs via supervision of the CDBG Administrator.

1. Maintain, update and implement the County Comprehensive Plan, Hazard Mitigation Plan, and Municipal Waste Management Plan.
2. Serve as County representative for transportation planning on the Rural Transportation Technical Committee (RTTC) of the regional Rural Planning Organization (RPO).
3. Joint oversight and implementation, in conjunction with the County Conservation District, of the Countywide Action Plan (CAP) for water quality protection.
4. Act as Administrator of the Bedford County Agricultural Conservation Easement Purchase Program.
5. Serve on local, county, and regional advisory committees and boards to enhance planning efforts.
6. Prepare an annual report and other reports as necessary.
7. Oversee and assist with reviews of subdivision, land development, and sewage module plans.
8. Conduct reviews of projects and permit applications to assure consistency with the Comprehensive Plan and related planning documents.
9. Provide technical assistance to municipal officials and the public as requested.
10. Maintain an active outreach program with municipalities, local agencies, boards and groups to assure their input on all planning efforts.
11. Provide information to municipalities, authorities, non-profits, etc. on funding opportunities; respond to requests for data necessary to complete funding applications.
12. Assign duties to staff and assure staff performance.
13. Coordinate staff duties for maximum efficiency.
14. Maintain and update position descriptions in coordination with the HR Department.
15. Prepare an annual operating budget and monitor income and expenditures.
16. Develop contractual documents for grant agreements; monitor progress and conduct closeout; coordinate with the Finance Department.
17. Other duties as assigned by the Board of Commissioners.

• Minimum of a BA or BS degree in Planning or related field.
• Minimum of five years of experience in county or regional planning preferred.
• Experience with the Federal CDBG program preferred.
• AICP Certification preferred, but not required.
• Thorough knowledge of state and federal statutes, regulations and policies as they relate to planning.
• Excellent verbal and written communication skills; expertise with Microsoft Office software.

While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; feel, talk and hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must be able to lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
