Description 

 

POSITION SUMMARY: The Long Range Planner position requires participation in the on-going development and updating of the York County Comprehensive Plan and other long range planning projects; coordination with other Federal, State, and local agencies and organizations relative to environmental and water related programs and issues; review of municipal projects and plans as per the requirements of the Pennsylvania Municipalities Planning Code; and provision of information assistance to municipalities through the outreach efforts of the Municipal Consulting Program. Additional duties as assigned.

Requirements 

 

MINIMUM QUALIFICATIONS

  • Associate’s degree in urban planning or in a related field, or the equivalent work experience.
  • Excellent organization, verbal, and written communication skills required along with proficiency in Microsoft 365.
  • Working knowledge of PA local government.
  • Must be able to travel to attend training and meetings.
  • Ability to prepare presentations and facilitate public meetings.
  • Ability to work professionally with staff, the public, and other outside agencies.
  • Must submit to a County background check.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in urban planning or a related field, or the equivalent work experience.
  • Understanding of the PA Municipalities Planning Code.
  • Knowledge of environmental planning, including water resources and stormwater management.
  • Familiarity with water-related programs, issues, and organizations.
  • Grant writing and administration experience.

  • Implement planning assignments including preparation and execution of the York County Comprehensive Plan components.
  • Prepare technical planning studies.
  • Review municipal comprehensive plans, grant applications, and other projects for consistency with the York County Comprehensive Plan.
  • Assist with administration of grant programs. Tasks may include advertising grant rounds, hosting grant workshops, reviewing applications, compiling funding recommendations to the County Commissioners, executing agreements, processing payments, preparing annual reports, and providing technical assistance to grantees.
  • Support and assist with the development and implementation of York County water related planning efforts.
  • Represent the YCPC on various boards, committees, and stakeholder groups.
  • Provide student outreach for community planning/zoning/land use lessons to a variety of grade levels in the classroom. Participate in career awareness fairs and events. Provide workshops for students in collaboration with other partners. Prepare activities for Take Your Child to Work Day at YCPC. Serve as station leader for the York County Envirothon (5-8th grade).
  • Maintain data on US Census data releases and participate in periodic training related to the US Census and the American Community Survey. Provide essential functions related to the Census on behalf of York County.
  • Project management and coordination with other divisions in the York County Planning Commission.
  • In the event the position is required to drive the company vehicles to perform the essential functions of the job, a valid driver’s license is required.
  • Regular and reliable attendance required.
